What NYCHA needs: a management overhaul

Finally, creating accountability and ensuring lasting change at the Authority requires a heavy new dose of financial transparency. For too long, NYCHA has dwelled in the budgetary shadows. As controller, I am able to see the complexity of the Authority’s problems whenever we audit the agency — investigations that have uncovered everything from deeply dangerous conditions at hundreds of NYCHA playgrounds, to the agency’s willful under-reporting of its maintenance backlog. It’s past time for NYCHA to be treated like every other agency when it comes to budgeting, and that means producing quarterly reports of their planned budget, with actuals, cash flow and headcounts, and a real four-year financial plan.
