The zoning game is rigged: The city must slow down and do an honest cost-benefit analysis

This is how rezoning works in New York City. The mayor and his agencies push rezonings that will only clearly benefit developers in targeted neighborhoods, which all happen to be working-class communities of color. When residents argue that rezoning will lead to gentrification and push them out, the city promises affordable housing, schools and the like, but fails to say precisely whether the housing will be affordable to most people at risk of displacement.
