A lesson in inequity: The vast majority of New York City schools are inaccessible to children with disabilities

The Americans with Disabilities Act, law of the land since 1990, is designed to ensure that in this country, people faced with mobility, hearing, vision and other challenges have the same rights and opportunities as everyone else. The Individuals with Disabilities in Education Act, signed that same year, demands that public schools serve every child and, to the extent possible, not cluster children with special needs in separate schools and classrooms.
